92 integra problem

hey guys i got 1992 b16a integra that wont start,it cranks over ,good spark ,fuel pump runs but only put out 7psi of fuel,ive replaced the pump but still not the correct pressure, any ideas on whats wrong?????

Where are you measuring fuel-pressure?

Have you tried pinching the return-line shut and seeing if it will start?

how old is the fuel filter?
