Go to your local pawn shop and pick up a sander. Got mine for 9 bucks at pawn-exchange just for this project. It worked beautifully. No, you wont gouge your rims, if your do, you must be doing something very wrong wrong. Buy some gloves. Get 1 sheet of 600, 800, 1000, and 2 sheets of 1500. Cut the sheets into quarters for the sander. I only needed one quarter per rim until the final sanding with the 1500. I did it almost all wet sanding with the sander. Sand, sand, sand, and then sand some more. The sharp angle on the lip was the only place I really hand sanded.
If you don't already have one, pick up a buffer at wal-mart for 11 bucks. They have the polish for 3 bucks and the stripper for 5 also. Only needed half a can of the polish and 1 can of stripper.

Be careful, If you jump from 500 to 1000, then you will be sanding for EVER trying to remove the scratches from the 500. Better to move up slowly.

the finish was like a dull aluminum (not shiny at all). i would say that it take about 3 or 4 hours per rim. just take your time, it'll be worth it when you are done.

ive having trouble with my rsx rims, I cannot get all of the paint gone, like it looks like its all good except there are these little little dots of paint left. Would it be a bad idea to make my own face on these rims and paint the insides? They are all cast curved, but polishing everything is too hard to get it all shiney. Wolud just the face look weird on rsx rims considering that they don't have an actual defined face?

I recently purchased a set of Work VS-XX's for my Maxima. They were in bad shape. The chrome was chipping and lifting. I just got done removing the chrome and finished repolishing the wheels.
When I got them (peeling chrome):

After glassbead blasting to remove the chrome. The nickel undercoating is still there (very tough to remove). Lip is polished in picture:
