Shifter stuck in park -- help

I have a 2005 Accord EX 4cyl. The shifter is stuck in park, must use the shift release to shift out of park.

I have already checked the brake switch and it is good.

I checked the shift release solenoid at the gear shift and it is good.

I thought the problem might be the throttle position sensor. I tested the output voltage of the tps and it is 0.5 volts closed and ~4.5 volts at WOT which I believe is the correct reading.

Now the strange thing is that if I unplug the throttle position sensor, the shift lock release works fine. As soon as I plug the tps in again, the shifter doesn't release again. Can anyone help? Thanks!

This happens all the time or is it intermittent?

Can you audibly hear the lock solenoid operate everytime you press on the brake?
If not, you need to check for available voltage at the solenoid which means you have to remove the console.
Any signs of liquid intrusion? Soda or coffee spills? This seems to happen alot...
Refresh my memory if you can, 05 accord= Drive by wire/ E-throttle?
If so, id say the TPS thing is a normal backup/failsafe for the ecu.
Is your Brake switch a 4 pin/wire switch?
