Metal valve stems

My wheels came with metal valve stems and I want to make sure I install the correctly. It came with 2 bushings a washer and two nuts. So I did bushing, bushing, washer, and the 2 nuts so it wont back out. My issue is the nuts are very thin so when I go to tighten the nuts my wrench is too thick and goes over both nuts and doesnt allow for me to use another wrench/socket to tighten them. I would like to seem if there is thin open ended 12mm wrench for this?

here is a google pic for reference

Re: Metal valve stems

Tighten the first nut with the second one off of the threads. Then, once its tightened properly, carefully tighten the second nut to butt up against the first nut. The first nut shouldn't rotate.
