AFAIK, Big O is a tire retailer. The quality of the tires depends on which tire manufacturer made the tires you're buying.

and if it says M+S on the side, does it mean mud and snow? Would that be bad for normal everday driving?

Yes, M+S means that it's an all-season tire. It's not bad for normal everyday driving, but typically, all-season tires don't perform as well in moderate to warm temperatures as summer tires. That's the compromise with all-season tires, to enable them to handle snow, compared with summer tires. Even in rain, a good all-around summer tire, even a relatively inexpensive one, is going to perform better than all-seasons.
May I ask why you wouldn't want to buy a good, inexpensive tire known to provide great "bang for the buck", like the Kumho SPT, Avon Tech M500, Yokohama ES100, etc?

Alright I see. Do they still grip on normal roads and streets? Or it might affect the handling?
