Default 1994 Honda del Sol Frozen Bolt

I am unaware if any of you have had a similar issue with your transmission and have any tips. I circled this bolt that locks the shift cable for an automatic transmission for a d15b7 engine and cannot loosen it at all. It has this weird tab thing that I opened, but is just a bitch to remove. It also seems like it is between 10mm and 11mm but neither one will work... To top all this off, it is in an utterly annoying place that makes it practically impossible to access the bolt by most angles. Any suggestions on how to break this thing free? I have hit my last resort and soon may crack it open and break it out of this thing. It is pissing me off.

The tab is a lock tab to keep the bolt from backing out on it's own.

The bolt is a 10mm. Hammer a good 6 point 10mm on it if it's too rusty for a 10mm to just fit on. You can also give the head of the bolt itself a good crack with a hammer first to break up the rust.

I am so utterly fed up with this bolt. Not even an impact gun could get it. It is almost as if it is melted to the pivot bracket. I am taking it to a shop to get handled. That bolt is a goner.

Is the nab necissary. It kind of broke off and I am most certainly replacing this horrific bolt.

The tab isn't necessary. Just add a dab of loctite if you're worried about the bolt loosening.
