What to do? Burning oil!! Smoking bad...HELP

Ok so let me lay it all out. I recently bought a 99 integra gsr with 80,xxx. A week after purchasing, the timing belt slipped and left me shit-outta-luck. I decided to swap the motor out instead of rebuilding fearful of what else may go wrong, with a jdm R swap from a reputable company thinking this would be an opportunity for me to upgrade..
Got the swap in, drove the car around and instantly noticed a significant amount of white/blue smoke pouring out of my tailpipe. The car feels really strong but the amount of smoke cannot be good. You can see a bit of smoke at idle, but anything upwards of 4k and into vtec i leave a cloud of smoke in my path. The higher the rpms the worse it is. It doesnt seem to be the case during decelerating. For sure the car is smoking@WOT. Lost a quart of oil in the first 200 miles. Also, I can't drive around with my windows open as the smell creeps into the cabin. Can't really descibe the smell, but it bothers me and gives me a headache. Oh, and my rear bumper is covered in a black tint because of the smoke.
I then did a compression test and the results came out consistant at 230 230 240 240. I also decided to change the plugs while i was in there anyways and noticed that the plug in cylinder 1 was saturated in oil. The rest were not.
As you can imagine I am pretty frustrated and am starting to lose it. Ive heard that my rings may be shot/valve seals need to be replaced etc etc..I don't really have the time or money to play the quessing game at this point. Ive been as specific as possible with my particular problem and any help is much appreciated. My question is, WITHOUT BEING NEGATIVE PLEASE, where do I go from here? and what's it going to cost me? And please don't tell me to use the search as I have been there and back and i think everyone's problem is specific to their car. Thanks in advance..

Compression results are fairly even, so I would rule out rings. If oil is getting into the combustion chambers, the only other likely source is the valve stem seals. There are other possibilities, but the valve seals are most likely.

And sorry about the negativity, but maybe your source isn't as reputable as you thought? Did you contact them about your situation? No idea of the cost involved for seals/labor.

Thanks for the input. I was under the impression that the smoke would appear during deceleration if it were the valve stems/seals. I'm still a little unclear on that though. I have not had the time to contact the vendor that sold the motor to me however as I am a bit strapped on time. The motor has only been in about a week and I was kinda hoping that it would just clear up after driving it a bit, but that does not seem to be the case. As I mentioned it was hard enough finding the time to put the motor in, and would be a while before I could find the time to pull the motor out and make a case with the vendor. However, in their defense, how could they have known the motor would burn oil if the compression readouts were this good? They import a large amount of jdm motors and parts and seem to be pretty fair. I will definitely contact them, but its hard seeing as how this is my DD.
Can anbody else help shed some light??

you said there was oil on top of the plugs? you might want to put a new valve cover gasket on. make sure you get the new rings around the tops of the spark plug holes. it could be leaking in there and gettting around the plugs. thats usually pretty cheap maybe 30 bucks or so. if that doesn't fix it i would get some new valves stem seals. i'm suffering from the same issue with my b16 after i blew it up with nitrous. good luck man!!! let us know how it goes

if you say it doesn't smoke during deceleration i would have to say that you could have excessive rod bearing clearance. during high speed acceleration extra oil is being thrown into the cylinder walls and your oil rings can only return so much to the crankcase and whatever oil enters the cc will be burned with the a/f mixture.

If thats the case, how serious of trouble am i in? Im assuming you're telling me i need to rebuild.

Sorry, but the advice given so far in this thread is not all that accurate.

This is a fairly common problem on b18c/b16a. It is amazing how much these motors will smoke and burn oil when the ring seal is no good on these engines. Compression numbers will not indicate anything regarding oil consumption or oil ring issues. If the valve seals were gone there would be a big puff of smoke on first cold startups. On engines with less then optimal oil change intervals, some crud will build up around the rings and they wind up sticking in the piston and not scraping the oil off the cyl walls. Like I said this does happen a lot and i'm very confident in my advice as i've gotten to troubleshoot the same problem in many other cars. Go back to the place where you got the engine and explain to them how much oil its burning and that the engine is clearly in need of a rebuild. Maybe they will be willing to exchange it with hopefully a better one. Goodluck.
