i think some cars have the cat that recirculates some of the gasses to ensure proper emmissions?? I think I read it somewhere. Sounds like thats what its for?

Its a air injection port. You hook up a a hose and feed air into it to dilute the fumes to pass smog. https://honda-tech.com/forums/images/smilies/emthup.gif

i was just thinking of using it to relieve some crankcase pressure what do you guys think

Air injection port would be my guess as well. One thing to note though is how a catalytic converter really works. It actually needs O2 to oxidize the pollutants....it does not "dilute the fumes to pass smog".
