Troubleshooting: 2002 Civic GLi - Faulty key fob not functioning

My key fob doesn't seem to work. I would think that it is broken but directly after programing it, it works fine until I remove the key. It isn't an issue with the batterys, I've changed them a couple of times. I have made a video to show my problem, heres the URL:
