recall

quick seat belt question. about a year ago i took out my seat belts because i gat a pair of 4 points. now i am trying to install the stock belts again and everything works fine except the retractor is always locked. you cant pull the belt out at all. im not sure how i would have broken them and ive never heard of needing to reset them or anything. funny thing is, it happened to both retractors. anyone have any suggestions?? tia
