Tach starts swaying at around 5k+

Tach starts swaying at around 5k+
I just got my car to run right, but ive had this problem with my tach.. the car is a 93 ej1 w/obd2 B18c1.
Problem: When im driving, and get to around 5k rpms the needle on the tach starts swaying or floating. It keeps rising, but it sways so much i cant accurately determine my rpms past 5k. I already have the blue wire from the dizzy going to the blue wire by the brake reseviour (sp?). And this is the 2nd cluster ive had in the car. I replaced the ignitor about 100 miles ago.. any ideas?
And would this have anything to do with my VTEC not engaging?
