need help diagnosing possible starter problem
 

I'm a newbie so be kind. Reinstalled my buddy's b16 head. Ran it, retorqued it. Now for the second start up, the start is only making to turns (rurrr, rurrr) and begins to go higher pitched (weeerrrr, weeerrrr). It will do this combination every time I try to start it. The starter has always dragged, I'm trying to figure out if it is pure coincidence or is it something else.
