map sensor signal wire

I am helping a guy try to get his car runing. he has hacked up the harness and i am trying to clean it up. i checked the wire coming off the map sensor. if the sensor is unpluged should the signal wire have 3.4 volts.

btw its a mpfi obd0 to obd1
