Fuse 15 melted and fuse box kinda melted?

Hey guys Ive been having freaking electrical problems with this car for awhile now.. Its really getting in my nerves! Anyways, a few months ago, I was driving the car and I noticed something smelling funny under the hood like wires burning.. Pulled over and found that the alternator wire (blk/yel) has melted! I repaired the wire with shrink tube, and its been fine until now.. Im getting 13v while the car is running with no extra load. I replaced the alternator, and after that I was getting 14.2v of charge. After driving for 5 mins, car starts to die at a stop light, and when I got home, the charge is 13v again! Car will start up, but will die at idle! This is really stressing me out and I dont even know where to start to look for a short. Is the positive wire suppose to get a little warm oe hot while the car is running? Car is a 97 dx hatch btw.. Please help me out! Here is how the fuse box looked like
