2nd paragraph refers

Is is possible to to DIY a electronic device to constantly supply 0.45 voltage from the O2 sensor to the Honda ECU, so that it'll run open loop all the time?

Why would you want it in open loop all the time?

Just unplug the O2 sensor altogether - that'll throw in OL for sure.
