Car is in limp mode or is it just the motor?

Car is in limp mode or is it just the motor?
Just wondering I also have an ls(b18b) in my one my eks, and it doesn't rev pass 3.5-3.9 rpm. Is this because it is in limp mode or am I hitting the rev limiter of an ls?
I also have a b18c and that thing can rev up to 7-9k rpm no problem. Was the ls design to just rev up to 3.5-4?
The car feels fine, it just that I can't go over 80mph or else I'll get a CEL for cylinder 1 misfire. Other than that if I am under 80 car runs and pulls hard.
Another Question I have is if the car was in limp mode will it be running sluggishly? or it doesn't have to run slugglishy but is still in limp mode.
Also note I been driving this car for about two years now, never being able to rev pass 3.5.
Running p75 ecu stock. b18b, with gsr trans.

LS revs to 7-8k stock I dont remember off hand even tho I daily a b20 in my CRV lol. You have an issue obviously with your CEL get that sorted out and it will rev normally, most likely cause is distributor/ spark

I revved my 92 gs the other day at it limited at 4k. Day or two later my electric idle control or EACV (not iacv!) Took a crap. Had a spare from swapping. Before that I couldn't get a solid pull over 6k, the needle would jump. Driving it today after replacing my valve I actually didn't notice the needle jumping, but I might not have been paying enough attention to catch it, I was hauling *** lol.
