bad obd2a to obd1 conversion harness?
 

I got a conversion harness off kijiji for a civic obd2a to obd1 and i think its messed up can anyone help me and see if these pins are correct? i want to hook it up to a p28

My problem is this, I hook up my p28 to this harness and my car dosent start just cranks, hook up my p2p and it runs. So i first thought was the p28 is garbage i got it from a junk yard but i put it in a buddys eg and runs mint so im kinda lost , harness looks like some ebay crap so i need help
