Either the top of the tire is aggressively angled toward the center of the car or the top of the tire is aggressively angle opposite the car's centerline. More thanlikely, a bushing is worn...unless the car is super low?

There could be a number of problems.

If a '96-00 Civic LCA is bent a significant amount, it's usually pretty obvious.

What are your current alignment specs back there?

Did the car suffer some sort of impact? LCA's don't just bend on thier own. Did you just do a susp install of some sort? IF so I'd bet something (spring probably) isn't seated correctly.

x2. It would be pretty hard to just bend a lower control arm from simply lowering a car. If you installed any sort of springs, check how your springs are seated and that everything is bolted up correctly.

Well the LCA itself has three bushings (inner, shock mount, and outer)

They don't break, per se, they just crack and get brittle over time. Just inspect them closely and check for cracks. Might as well check the traling arm bushing as well, those will normally crack the whole way through.
