A shock should be valved to suit the application, so "proper" is relative. The right damping for a race car is going to be a lot different than the right damping for a street car, because the spring rates will be different and the desired handling characteristics will be different.
With that said, a shock should come with the proper valving from the factory to suit its intended application. If it has adjustable damping, then the user can decide what combination of adjustments yields the best results. But it falls on the consumer to decide whether or not the shock that they are looking at is well-suited for their particular application.
Assuming you find the right setup for your car, damping will come down to trial and error - what settings work well for you on the track? What settings yield the desired ride and handling characteristics? With some testing, the right setup will provide you with these answers.
An example: driver Clifton Ching runs a set of Select R2's on his daily driven EM1 Si, which he also brings to our NASA events occasionally and takes out in HPDE. He drives it to and from the track with settings of 3 in the front and 4 in the back to suit daily driving purposes, but adjusts them to 4 in the front and full-stiff in the rear when he takes it out on the track. He found this out through trial and error.

Correct. You won't know what allows you to go faster around a racetrack unless you try it. That's because it's all about seeing what gives you the confidence to push the car harder...

Koni Sport (yellow) - Adjusts rebound only
Tokico Illumina - Adjusts compression & rebound simultaniously
I cannot comment about other brands, but you can take a look in the "shock dyno" thread at the top of this forum for more details. They have dyno graphs for about 20 different shocks in there & it will show you how the adjustments effect damping...
