Default b16a vtec

so my problem! vtec (is not) engaging >/
info on the motor:
its fully stock from the intake, internals to the exhaust pipe!
im going for bar swap on my 89 civic the only thing i got left on the project is to but a cat on and get my ecu repaired for code 41 (o2 heater circuit) this is on my usdm p30-A00 ECU but with my jdm p30-000 ecu i have NO CODES! my problem tho is vtec is not engaging with eithr ecu!
both ecu's have been tested on my cousins b16 both function properly with vtec and everything. some info on the wiring
when i disconnect the harness CAR ON i get code 21 on the solenoid or when i disconnect the pressure switch i get code 22 when harness is reconnected and ecu restarted at the main fuse box (15a) fuse i get no codes with the jdm and code 41 with the usdm. my vss functions properly i no cuz i use to get a code for it i fixed it haha and i changed the thermostat just yesturday the vtec solenoid functions because i jump it to 12v and clicks im lost in my diagnosis as of right now if anyone has any further tests for me id appreciate any kinda help thanks srry this is long more info the better id think

Have you checked your oil pressure?

Yeah everything checks out and found out it was the o-ring between tue solenoid and the pressure switch also changed the filter vtecs on demand now! Thanks for ur info tho appreciate it
