What is this on bottom of R18A fuel rail?

What is this on bottom of R18A fuel rail?
I am using an R18A out of a 2014 Civic for an off road rig and I see this black plastic fitting with a hole in it under the fuel rail. But I do not see it in any diagrams or on most other civic fuel rails.
Can someone tell me what this is and if the hole serves some sort of purpose?

Looks like a fuel pressure damper. Helps regulate the fuel pump pressure. I remember taking one off my 94 civic and it would make the injectors click louder. I dont think the bottom hole is connected to anything.

Yes, the device that the OP is describing is the fuel rail pressure dampener. The black "top hat" is actually a cover snapped on to the dampener. There is a small phillips screw in the middle of the dampener for fine tuning... and the black cover keeps the screw from getting lost if it loosens over time. Nothing to worry about... just run it.
