I've usually done it after the engine/coolant was already warm, but either way will work. (I've done it both ways)
Remove fuse #6 from the fuse box under the hood. Wait a minute, then reinstall it. (or just disconnect the battery)
With everything electrical turned off (radio, wipers, heat/ac, etc.) - Start the car and hold the idle at 3,000 RPM until the radiator fan comes on.
Release the accelerator and let the car idle for five minutes. (not including the radiator fan run time)

Thanks again.
Is there a procedure for setting the throttle stop screw properly? Upon inspection I found that it had been tampered with by previous owner (backed off completely to fully close throttle valve, probably as a half *** attempt to fix for the high idle)

To be honest, I don't know if they calibrate it somehow or just do it by eye. I've never had to do it, never asked about it, and never fooled with mine.

PCM Idle Learn Procedure
For the PCM to learn the engine idle characteristics, this procedure must be done.
Procedure:
1. Make sure all electrical items (A/C, audio, rear
window defogger, lights, etc.,) are off.
2. Start the engine, and hold it at 3,000 rpm with no
load (in Park or neutral) until the radiator fan comes
on, or until the engine coolant temperature reaches
194°F (90°C).
3. Let the engine idle for a minimum of 5 minutes with
no load.
NOTE: If the radiator fan cycles during this time, do
not include its running time in the 5 minutes.

I have had the battery out or disconnected plenty of times, and never did this. Seems unnecessary. My car has always idled just fine.
