No I believe you only have to turn your rotors if they're warped. A symptom of this is brake shudder. Anyone feel free to correct me.

think you only need new pads when you replace your rotors - but thats the only time one requires the replacement of the other.

I would only resurface (turn) rotors when they are warped and would not use turned rotors on a road race car because you have less material to absorb the heat during braking. Turned rotors will crack quicker than new rotors.
I would also not change pads and rotors at the same time, if it can be avoided. Using old rotors with new pads help the pads break in better and vice versa.
