Its the resin from the CF that looks like that.Not clear coat.You can block the whole wing down,open up this bubbles and remove as much of the yellowing chips as u can.Then clear it,Block that down with 600 till its as flat as u can get it with out going through the clear.Then reclear and alot of that will be gone or hardly noticeable

when carbon fiber is layed out, its layed with a resin that bonds it and gives it all the strength it needs. when we do advanced composite layup repairs at work we usually sand down until the chips or delam is merely there and relay resin over the damage. Cures at room temp for 5 days. Or at 190 +/- 10 degrees for 1 hour. then you sand it and respray a gloss/paint coat. ace hardware or your local Pepboys will carry a composite repair kit back in the auto section. That usually works well. Good luck.
