Letter Protesting CARB regulations...MAIL IT OUT
Hey Everbody-Below is a letter you can send to your CA state senator or assembly person. It is about how rediculous CARB regulations are concerning engine swaps. Just think, what everyone in all other states can do, we cannot.
The proposal of the letter, whether you agree with it or not, is that any and all engine swaps should be legal as long as you are willing to weld in an extra cat. I know cats suck but we gotta give the hippie environmentalists something if the swap regulations may change.
Im not trying go "lets change the world, kum by yah" and sh_ t. I just wanna put whatever engine I want to in my car. The law sucks and I am sick of complaining about it w/o doing something about it.

Dear Member of California Congress,
I am contacting you in order to logically persuade you to introduce legislation regarding a possible amendment to a redundant, confusing, expensive to enforce, California Air Resources Board (CARB) regulation. This specific proposed change to the law/regulation will allow for new freedoms for private citizens, and would actually reduce overall harmful automobile emissions at the same time. Most issues present with this change will be elaborated upon in this letter.
I am referring to the very complicated CARB regulations governing automobile engine changes in the state of California.
Here is an example of the preliminary new wording of a possible proposed law regarding automobile engine changes.
The new wording: “Any passenger car/pickup truck/sport utility vehicle engine may be changed or replaced into any vehicle as long as”
“A- The make of the replacement engine is of the same make or of the same family of makes of the vehicle.”
Example: for the engine change to be legal, Honda/Acura vehicles must be swapped with Honda/Acura engines.
B- “If the replacement engine is of a different type than that of the replaced engine: one additional catalytic converter must then be added after the final catalytic converter in the exhaust line. Visual inspection of the additional catalytic converter on vehicles that have had engine swaps/changes performed would be carried out during regular biannual state emission inspections.”
C- Engine changes would no longer be inspected by State Referees verifying complicated engine change laws/regulations are followed as long as one additional catalytic converter is present in addition to the amount present prior to the engine change.
Reasoning
This current engine change law is
-costly to enforce
-complicated
-widely not followed
This proposed change would
1 reduce overall harmful emissions in the California environment due to the overall increase in use of additional catalytic converters on vehicles with engine changes. For example, small motor scooters are responsible for more pollution than passenger vehicles due to the fact that they are legally too small to require catalytic converters.
2 reduce net overall air pollution
3 will save the state millions of budget dollars through the reduction in man hours spent enforcing the current CARB engine change law. The reductions could be seen in man hours spent by
a.) local police
b.) California Highway Patrol
c) California smog referees.
4 allow aforementioned authorities to concentrate their time and resources enforcing more serious violations of the law.
5 Increase the amount of money spent by automotive enthusiasts therefore stimulating our ailing California economy. As a result many more jobs would be created.

The proposed change doesn't make any sense. Who is going to visually inspect for the presence of an additional cat? The smog shops? Then you will just have more shady smog shops passing swaps that have no business passing.
What about cars that come stock with more than one cat already, ie Subaru WRX? How will the uninformed smog shop know? How will they know you have the correct emissions system otherwise, OBDII vs OBDI, etc. How will they know you didn't put a Corvette engine in your Mazda, slap a Mazda symbol on it, and call it a day?
Under the proposed system, you could theoretically put a 1985 diesel engine in a 2009 car. There is no way that just one extra cat is going to compensate for the difference in emissions.

agreed its more probable to just ask them to lift some of the laws or lighten it but then again cops make lots of money of such laws so why would they get rid of it agreed that it MIGHT help our state in its current financial issue
