Question about emissions in Wisconsin

Question about emissions in Wisconsin
I have a 97 DX that I put a JDM OBD1 B16a swap in and the stock header bolted directly up to my dx exhaust granted I am not using a cat. I know that I wont pass emissions because they cant hook their scanner up to an OBD1 ecu nor am I running a cat.
My question is how else can I go around this? I have heard of things like getting a PO box in a county that doesn't require emissions and register the car their, but not sure if that works nor how I go about that. I know there are tons of boosted civics out there registering the car some how, just wanted some ideas/input, thanks.

Thanks, but when you do that don't you have to provide an address? That's why I was thinking of getting a PO box? Also what county would you think would be the safest to register it in without running into any problems? thanks.

No it just asks what county it's stored in. I haven't lived in Dane Co for 4 years now and it still says my vehicles are stored there, and I've even been to the DMV in person to change my address, etc.. and they have never asked about where the car is stored.

What if it's an out-of-state car that needs to be registered? I have a WI Lic. now but the car has yet to be registered. Is there a special division or process for bringing out of state cars in?
I moved from Cali nine months or so ago and I have a supercharged K in my EK and have yet to get the car registered in the state. My tags expire in April so I have a little time.

I believe it gets registered normally, but register it to wherever you live, but where it asks for what county the car is stored in, put Jefferson, or some other boonie county that doesn't have emissions.
