project honda need help electrical -i have $$
 

i have a 95 honda civic ex, i put a new 00 si engine in the b16a2 it has a newer ecu for a 00 si, a jumper harness, the car has ran it does run randomlyy but it has some sort of electrical problem. somedays the car will start and run, some days it WONT CRANK, ive replaced the starter and i THINK it could be a starter relay or solenoid, not sure how to test them, if not that i dont know what it could be, it dont crank, but batt shows 13v. (other problem is the car is running high voltate, 13 when sitting give or take, then low 15v when running) not sure whats wrong but need some experienced help, im in manhattan ks and would pay someone looking for a side job. i can explain more on the car once talking :) thanks for reading

So does the fuel system prime when no cranking happens? First thing that popped into my mind was the main relay.
