Need Help with 99 civic EK hatch
 

I live in Colorado and I just bought my first swapped Honda and I'm having trouble with it. According to the tech I brought it to to check it out, the 99 odb2 was swapped with an obd1 engine which apparently is illegal? It currently has a b18c1 in it with only 100k on it. What can I do at this point? I can not register it to drive because of the emissions test and the check engine light is on. Somebody please help me.
