Interior lights dim with headlights on and engine off, help?
 

I just finished an engine swap and got a few small problems, was hoping honda tech could help me with them.

The dash and climate control light goes really dim when I turn on my headlights, to the degree where you hardly know they're on. However the clock doesn't dim at all. A lot of people say it's the alternator, but I did this with the engine off, could it still be the alternator? Fuses are fine.

Other problem I believe doesn't belong to this section but i Figured should ask anyway, the tachometer doesn't work. Car is 97 ls, engine is jdm B18C and ecu is chipped p28, everything else seems ok except for the tachometer, I switched to a P73 the tachometer still doesn't work. I'm about to get a new distributor and try but is there anything else I should check?
