Default ZC timing belt walking off cams?

ok, I've been messing with the timing on this civic I have, it's an 89 DX w/ a ZC. everytime I put the timing belt back on the cams, and tighten it down, it wants to walk off the cams when I turn the crank. I don't know what is wrong. I have a CRX with a ZC and its never given me a problem when I've taken the timing belt off. i need to get this thing going and this is the only thing hanging me up.

did you get the two retainers back on the crank gear when you put the belt back on? that can be the culprit sometimes.
