Default zc block w/ y7 head timing issue?

long time lurker, first time poster! (so take it easy on me please!) so I have 98 civic cx hatchback with a zc block and a y7 head. also it has the numbers matching to the vin transmission. I'm getting a slight hiccup in first gear when accelerating from a stop. seems to lag behind when I give it gas until it catches and it seems to take off fine. I've recently replaced the dizzy, plugs and wires, and even jumped some plug under my passenger side of the dashboard to try and get it timed back to Tdc. seemed to help a little at first but still getting the same issue.

hopefully someone will have the knowledge that I am lacking, and can help me figure out what is up with my ride
