Default What would the ECU be for a '96 EJ7 JDM?

Did japan switch over to OBD-II like they did in america? Or did they wait to switch to OBD-II until 2001 like in europe? How does the OBD-II differ in japan from the USDM OBD-II? How strict are their emissions? Is there a site detailing the mileage of the cars sold in japan?

What I want to know is, first if the EJ7 (civic HX) was sold in japan, two if I could use the ECU from a JDM EJ7 and three if I'd be getting better mileage with the JDM ECU or not. I was thinking of plugging in a JDM ECU, get better mileage and then when smog comes, I just plug in my old ECU just for testing. If it is OBD-I, what would I have to do to make it work?
