vtec feels weak? b18c1 swap in 95 ex
I pulled out my b18b1 with p30's the other night and swapped in a b18c1, i put on a new intake manifold (JG), clutch and ACT 12.5lb flywheel. Engine has about 70,000 miles, clean, good compression, starts up very quick and idles beautiful with absolutly no sounds. it is a 99 motor obd2, I used obd1 dizzy, obd1 injectors and my LS harness. I have so far swapped the map sensor, IAC (obd1), IAT, O2.
I put the b18c1 in, wired the vtec to the chassie harness and vtec worked but it seems really weak like you can bearly hear it kick on but it doesnt go any faster when it does kick on, but it is activating. so even though I am using a p28 i wired up the knock sensor and it still does the same thing. I tried a real spoon p30 and it still does the same thing. I know my b18b1 with jdm p30 pistons was faster and so does everyone else i let try it. It just feels like vtec is not kicking like it should and the engine does not sound like that scary vtec sound that every other dohc vtec sounds like. I pulled the vtec soliniod and it looks pretty clean.
What else should I check? Something has to be wrong, it feels slow. just for ***** and giggles i raced my friend with a stock 2001 integra gsr and he beat me by a few car lengths, granted my rev limit is 7600 i am in a civic coupe with basic I/E and intake manifold (yes i know that is for high RPM, I am going turbo soon) So what do you guys suggest me trying/doing?
Thank you
Kyle

Is the P28 chipped for your motor? The P28 doesn't have knock.

I had a LS swap in it before, got rid of the ex motor, tranny, harness back in like 2002 or 03 so I had to use my LS harness.
I am using a chipped p30 right now (Not the spoon one) I noticed that I run VERY lean, replaced my o2 sensor and it got a little better but my A/F guage (narrowband ) is all the way in the RED during WOT. I got a adjustable regulator and with it cranked all the sway in (highest possible pressure) it stays where it was with my LS motor was on the guage (green) until about 6000rpms and it falls a little into the orange. I pulled the plugs today and noticed they are very white. It does have stock plugs and wires but this is obviously a fuel problem. what do you guys think? I have ran even p28's computers on gsr's before and it was never this bad, seems to be a base fuel system problem and not a computer problem. Why should I have to keep my FPR cranked so high? I have a Walbro 255 pump that is about 1.5 years old, about 1 year of that it was powing my turbo LS. Sometimes I cant start my car back up if I shut it off, I need to turn my pressure down then put it back up once its started. I am almost thinking fuel pump but im not sure, I did notice the pump seems to be humming louder but that could be just because the exhaust is not as loud. With the Intake manifold I have on there I understand it will be a little leaner but should be no where near this bad, If I have the stock regulator on it it has a very bad stumble when first getting on the gas, it will then pick up but A/F guage stays all the way in the red.
Ideas?

Yeah I bought another p30 that has already been chipped, not sure what program is on it though and it doesnt have the 28 pin chip in it? but it runs good with the FPR cranked up all the way.
Just thinking, on my LS if I had a adjustable FPR crancked anywhere close to this far up it would just fall on its face if it would even run.
