vtec engaging when car is not moving??

vtec engaging when car is not moving??
i have an ek h22 and i hooked up a vtec light the other day. up until last night vtec would not engage if the car was parked and the motor was reving. last night i was parked and i reved the engine and my vtec light came on!!! is this normal?? should vtec engage eventhough the car is not moving??
