Default Type R steering shaft/column at lower spline 17 or 15 mm Diameter?

for conversion to power steering, R rack.....regular civic colum is 15mm at lower spline, but the R rack is 17 mm.....wondering if the universal joint of the type R reduces to 15 mm or does it stay at 17mm and whether I have to change column.
