Turns, but won't fire
I have an OBD-1 GSR motor in my 1990 civic. Today was the first day that I tried to fire it. It's getting fuel and spark, but not enough spark. On the average plug it's getting around two volts. I thought that perhaps it was a distributor issue, or possibly something with the coil. So, I swapped mine out for one that was known to be good. This didn't seem to do anything either. Around this point I gave up, seeing as it was too dark to work outside anymore, and I was beginning to get frustrated. I got to check all my grounds but one before it got too dark. Could this even be a ground issue? If anyone has any ideas at all, please shoot them my way

Yes this could be a ground issue, Is your ground on your thermostat tight? is there another ground going to the head/IM? If not, you need to check and make sure the connections are good.
