TPS keeps throttle plate open?

Default TPS keeps throttle plate open?

motor in this case: jdm H22a. i'm adjusting the TPS all the way to one side and the throttle plate still stays a little open (~2mm). is this normal? shouldn't it be fully closed? my throttle cable isn't even hooked up. if i move the TPS the other way it opens the plate even more. what gives?

yeah i'm curious on how to measure the voltage. ignition on engine off, and you stab the wire with the meter probe?

Ignition on to accesories...then poke middle wire coming out of tps and the volts should be .45-.5

it's reading ~0.8V and i can't get it any lower. i've heard of removing the metal clips and carving some plastic out to make it turn more. is there another way? why would honda do this?

i figured it out. the tps wasn't in the groove of the butterfly thus throwing a code-7 CEL. operator error!
