Timing belt tensioner question?

Default Timing belt tensioner question?

I just installed an H22 into my hatch. Before doing so, i changed out the timing belt and automatic tensioner. The belt looks kinda loose when the motor is idling and when the motor is turned off, sometimes the belt on one side feels tighter than the other or vise versa, and some times, its good on both sides. According to manual, its says the automatic tensioner puts tension on the timing belt, if so, then why is it the way it is????

Got another advice and they said switch it out for a manual one? if so, where can i get one and from what year?
