Default Throttle wheel spring tension

I have an automatic gsr motor in my 00 civic and after getting a true setting for the tps with my afc neo, I know that I am only getting 66% at best. The throttle wheel is a custom made wheel and I am not sure if it is using the ls or the gsr spring. I can manually push (with a lot of effort) the throttle open past 66%. I am wondering if it is possible to have extra tension added to the spring by over tightening the nut that holds the wheel to the tb, and if just loosening the nut that holds the wheel to the tb enough to relieve the extra tension would fix the issue, or do I need to have the spring adjusted. The throttle cable is brand new from honda so that shouldn't be an issue.
