swap confusion! obd2 obd0 problems

swap confusion! obd2 obd0 problems
first off, i've searched and seem to not come up with anything but confusion... hopefully i can get straight and real answers here...here goes!
the set-up:
91 civic si hatch
99 civic dx motor
my uncle bought the car for $800, and had his mechanic friend try to get it started.. it does now, but does not drive well at all.. erractic idle, low power, funny cel's...(24 fast blinks!)...
i did some troubleshooting myself, and found out that the ecu being used is a pm6, and i'm pretty sure that that ecu is for the 88-91crx si... also, the wire harness is obd0, and the connectors on the engine side are all pretty hacked up...
so now what should we do to get it smog legal, maybe pass a ref? i first thought an obd2 ecu (to match the engine), then a obd2 to obd0 jumper harness to allow use of the obd0 wire harness (are those even available?)...
any help would be aprreciated... beers to all!

well what you should of done is just swap over the manifolds and everything would of been plug and play. Why is the harness all hacked up?

the previous owner swapped in the motor really really quick, just to get rid of (obviously worth $800)... there is a y7 manifold on in right now... any ideas? i was thinking obd2 correct ecu, along with a jumper..
