Default Smog regulations for dohc engine in sohc-engine chassis.

Does anyone know the smog regulations for swapping in a japanese dohc vtec engine in a US sohc vtec car, specifically an h22a into a 96 accord ex? I have a 96 accord sitting in my garage that went through hell and to make a long story short, its been sitting in my garage for about 2 years with a 93 h22a in its bay. I believe the engine has to be at least the same year or newer than the chassis, but Im not sure. Does anyone have any info on this? I would really like to get the car back on the street.

I forgot to add, I would like the car to be registered with the h22a. I know its possible, i just dont know the procedure. Please help me out. Any useful info is very much appreciated.

My friend recently tried to smog a JDM b16a he put in a hatch. The smog ref wouldn't even look at the car because it didn't have a "1" at the end of it...

The Basic problem here is that JDM motors are not legal in California. Only a California emissions engine can legally be swapped in California.
