rpms jump up and down at idle

rpms jump up and down at idle
(h23 into sol)
when i first start it, it runs smooth. all seems good. when i rev it. itll hit around 2500 then get all weird. ill let off the gas, then a code comes up (14, IAC i believe) the rpms jump up and down, and when i give it gas itll bog down. any ideas? bad IAC?

what do you mean by intermittent or consistent?
the code doesnt go on until i hit 2500 rpms. and it stays on until i turn the car off and back on. then no code (until once again i hit 2500 rpms)
