Default rpm reading is not accurate??????????????

set -up:
94 civic cx
with a b16 (jdm) with a stock p28 not chipoped yet.
and a jdm sir2 white faced cluster.
And temporary using a obdO b16 header with the 4 wire o2 only reading 1 set of cylinders.

I bought the motor off a guy who had it in an EK so it had the obd2 diz and altenator and injectors.
I tried to swap over the internals form my original d15 diz but when i opened it all the insulation on the wires was falling off so i was forced to use the obd2 and splice in the plugs.
The car starts and runs o.k but the cluster is reading 1,000 RPMS higher than the actual engine is at.
So the motor will be at 600 and the cluster says 1,600 rpms. I verified this with my test light that has a tach on it.
Any ideas on what this could be???

also i noticed that after the car warms up and idles constant for 1min to 2min
(no blip of throttle) it starts surging up and down and hesitates during mid throttle driving. I shut it off and restart and it runs great unitl i let it idle for a min or so.
