Default Proper way to measure custom axle length? Working on a few hybrids.

Can someone give me some tips to measure custom axle length?

I'm working on a few hybrids (as you can see in my sig), and I'd like some tips on getting proper measurements so I can get custom axles made.

Anybody have any tips?

Do I need to measure at resting load? Fully compressed suspension? Fully decompressed suspension? What?
