Default Problems with obd2 gsr swap in eg

Ok this swap has givin me nothing but problems from day one, its a ob2 gsr in a 94 vx with obd1 p72 and modified vx harness. i have re-wired everything many times, following helms manual and others ppls poasts. i am really lost at this point trying to figure out my problems. i fixed many of them but now im left with these....
A. it surges at idle when cold and the ivac is plugged in, when its not plugged in the car idles like crap really low to the point of stalling out in first couple seconds(re wired 2 times and cleaned vigorasly..can i be mixing this plug up with another plug on the harness?)
B. the car is abnormally slow, i built the motor myself 10-1 comp pistons stock gsr everything eles planning on future boost, it was not hitting vtec, i think it is now, but what happens like if im driving and i bring the revs up to about 45/4600 and hold it there at half throttle before i nail it it starts to pop and stutter HORRIBLY at first i noticed my ground wire(battery in car) was loose i fixed this thinking it was the problem but it still happens.

I already picked up a s2 manifold because im missing my iab box anyway so to just make life easy im gonna use this insted of the gsr butterfly manifold. i am thinking about picking up a complete harness because at this point my harness is cut and spliced and connected with regular electrical conectors EVERYWHERE. my question was what harness would make wiring the simplest? i was thinking a obd1 gsr harness or a obd1 ex harness

OBD2 GS-R or ITR harness, plugs into the OBD1 civic shock tower plugs and the OBD2 engine components (distributor, alternator, injectors, etc). Doesn't get much simpler than that, you only need to add 1 wire for knock sensor if using the P72 and convert from a 5 wire to 4 wire O2 sensor at the shock tower plugs. O2 sensor fix shown below.

does such a crossover exist for the b18b1 dohc?? if so what is it? im having the same problems!!! but i have a 93 civic ls with a 99 teg engine. HELP!! need a harness that goes to an obd 2 engine from an obd 1 shock tower! is it the same??

Yep. Any '96 - '99 Integra RS/LS/GS/ITR harness will work fine. '00 - '01 will work as well but you will have to run 1 wire for a tach signal. GS-R harness will work, but will require moving a couple of wire around.
