Try to get a newer USDM b16 or ls motor. In that little hatch, you'll be happy with the power. And if you go ls, you could for sure be able to get the whole swap plus parts in your car with the amount of money you have. And down the road you could turbo it. If you feel like it. Even if you don't turbo, LS still feels good in a hatch for the torque. Too bad you didn't want to go h22. I got a guy that got rear ended, He is selling his 98 h22a4 complete with 80,000 miles for 1300. Insurance is a good thing.

I have the same thing going on with a 95 coupe.
I was looking into an LS swap (b18a or b18b) and a b16 swap.
I would go with either, but i got a really good deal on a 00 b16, so i went with that.
I am a VTEC fan, but it really depends on what you want to do.
Here in phoenix you can get an LS installed for $2500 or less, but a b16 usually runs about $3200+.
If you plan on doing this swap yourself, it will save you alot of money, and help you learn your car a lil more too.
I'd say with your budget to go b18b or b16, either way, its up to you whether you like to rev high, or have torque.
As far as the bar certification, i cannot help you there, here in phoenix, we have emissions, but they dont do all the certification stuff.
Good luck either way you decide to go.
