Default p28 best ecu to use in a 98 civic ex lsvtec?

before the flaming starts, i know there is no "best". but i was just wondering if a p28 ecu with a obd2a to obd1 jumper harness would be the cheapest method. is there any other solution that is jsut as cheap, but would work just as efficient? thanks

yeah a p28 will work, but i would send it out to Phearable or Jk-tuning and have it chipped with a map for your specific setup
