Default obd2 to obd1 won't go over 3000 rpms

Hey guys I figure this is where I am most likely to find people who can help. So here is the situation. 1997 Del Sol VTEC (b16a2) I/H/E and (.030 off the head ... 11.2:1 CR)

I hit a manhole cover (note: car seemed to run fine but loud getting it back home); messed up my headers; had a shop take out a broken bolt from the head and take off 0.030".
I replaced the O-rings and gaskets on the head and did a tune up (wires, plugs, fluid, pcv and cleaned IACV, throttle). I replaced the dizzy with a brand new one a few months ago.

I installed a p28 chipped ECU and a demon 2 board and Neptune RTP (getting it tuned this Friday I hope, for the mods and compression). Thing is that it drives around pretty well with the factory p30 ECU (I retarded the timing a bunch) but when I plug in the p28 with the p30 base map it won't go over 3000 RPMs. I am also not sure the vtec was engaging when using the p30. No check engine light.

Anyone have any pointers (maybe pins I should be checking in the obd2a to obd1 jumper harness? )

Thanks a bunch

glad to hear its fixed, it sounds like your car went into limp mode when you put in the p28. safety feature that 6g chassis have (not sure about other models).
