Default OBD1-OBD2 wiring questions (for CA referee)

What do I have to do to my 95 civic to convert everything over to OBD2 so I can finally get it B.A.R. ed? Do I just need the OBD2 dash harness? its a 96 JDM B18c, So far Ive swapped the intake manifold to a Skunk2 Pro-series, im using a Comptech Icebox, a Random Tech cat, and im getting ready to buy a smog legal header. what else do I need to get it reffed?

the manifold I have is carb legal, the issue is that the motor is a 96 and the car is a 95. I want everything to be totally legal so i dont have to worry about getting hassled by the police, and Im not swapping again. the motor I have runs great, dynos good, and most importantly, is installed. I dont want to have to go through th emess of finding a good motor and swapping it in, and once im converted, I will have the OBD2 diagnostic port, and I will have a huge choice of lower mileage, newer engines.

yeah, Im going to have to wire another one in post-cat. I just got my other harness, so now we are going to start combining the 95 dash harness with a 99 dash harness so I can plug in an OBD2 ecu and Ill have a diagnostic port. Keep them coming guys, I can always use more heads ups on this project.
