You can use the stock wire harness on your car and switch it over to the LS motor and just get an OBD-1 computer. That would be the most logical thing to do. You will also want an OBD-1 distributor as the plug style is different from the OBD-2 one on your engine. If you do switch it to OBD-2 you will still need to use your stock harness and then get a wire harness conversion to plug in your OBD-2 computer, then locate your second O2 sensor wires and run those otherwise you'll throw a code with that OBD-2 computer if you don't have 2 O2 sensors.

If you want to make your life easy, stay OBDI.
Use everthing from the 98 LS but the ECU. You need to get an OBDI LS ECU. Everything else from the 98 LS motor will plug right in your Civic chassis harness.

Going OBD1 would be easier and prolly more efficient too. You can reuse everything, except: Injectors(clips are different), ECu. You will want to keep your stock OBD1 harness. You will want to get the OBD1 ecu. You will have to change connectors at the distr to fit the OBD2 distr onto the OBD1 harness.
MOst of the time, I get request for people who want to put OBD2 B18c5 into thier EG. They want to use the Type-R ecu and all. I can make you a OBD1-toOBD2 conversion harness if you want to run the BOD2 ecu and all.

You don't need to change the injectors. Use the engine wirring harness that comes with the 98 motor. Everything just plugs right in. All you need is an OBDI LS ECU. I've done couples of non OBD, OBDI & II swaps into OBDI cars, including B16A, B18B, B18C1 & B18C5 engines. I know what I'm talking about.

Would it technically be legal in CA to change from OBDII to OBDI? I imagine if you went to the ref...they'd want to see a OBDII setup for a OBDII car.

If it was noticed that (for example) a '98 GSR motor was converted to OBD1, it would definitely be illegal.. Simply, it wouldn't be running up to the motor's standards for that production year..
I haven't heard of any problems from people reffing their EG's with OBD2 setups, so I'm assuming everything has been working out..
